What It Means: Seattle Bets on Outreach Over Bed Counts

By Claude W. Hargrove, Editor in Chief

Mayor Katie Wilson stood before reporters on Wednesday and said Seattle would change how it goes about getting people off the streets. The plan is not a new building or a new tax. It is a new way of working, borrowed from a test run in Pioneer Square, and the mayor says it will cost no additional money.

Start with the test. In June, weeks before the first World Cup match at Lumen Field, the Downtown Seattle Association and a group of service providers, with the city's help, counted 80 people living outside in Pioneer Square and followed each one from the first contact to a bed. By the city's count, 70 of the 80 were placed in shelter or housing, and three turned down every offer of help.
